The Godhead is a position of divine nature, and that position is the head of all principality and power. For it is written: "For in him dwelleth all the fulness of the Godhead bodily. And ye are complete in him, which is the head of all principality and power." {Colossians 2:9-10}

How is the power and the authority of the Godhead expressed? Through the agency of the Holy Spirit.

Hebrews 3:7-8
"Wherefore (as the Holy Ghost saith, To day if ye will hear his voice, Harden not your hearts, as in the provocation, in the day of temptation in the wilderness..."
Paul quoted David from Psalms 95:7-8: "For he is our God; and we are the people of his pasture, and the sheep of his hand. To day if ye will hear his voice, Harden not your heart, as in the provocation, and as in the day of temptation in the wilderness:"
Notice Paul did not say 1. God saith, nor did Paul say 2. David saith, he said 3. "the Holy Ghost saith".
Had Paul used the first 2 ways to convey his message, it would not illustrate the principal that God works through an agency. For it is written: "For the prophecy came not in old time by the will of man: but holy men of God spake as they were moved by the Holy Ghost." 2 Peter 1:21
The agency of the Holy Ghost is another term for Christ's representative on earth. In this example, David was Christ's representative and God spoke through David.
God speaking through David is being described as "the Holy Ghost saith"
Another thing to note is that when God speaks through David, (the agency of the Holy Spirit), He did not say: "To day if ye will hear MY voice...". Instead, He spoke from a third person's perspective: "To day if ye will hear HIS voice...". Even though the words came out of the mouth of David, and it is expressed from the third person's perspective, it carries the SAME power and authority as if it had came from God directly.
